Little blackflys in herb garden

Hi, I have a few questions for you, I have an indoor herb garden that is infested with white flys and other little black like flies, I have tried insecticidal soap to no avail, I was considering using a bifen or orthene fogger to solve the problem. Do these work on edible plants? And could I just put a clear bag over the garden, spray, and do it that way?

I would not use the Bifen or Orthene for these blackflies. I'd go with the PT-565 for treating the air spaces if they are flying around and all over. If you feel the blackflys are mostly on the plant itself – even in the soil – go with the Vegetables Plus Permethrin. It's safe to use on edible food crops and will work on most any insect.
